Union Education Minister Dharmendra Pradhan urged all foreign universities and higher education institutions to establish partnerships with India, pointing out the country’s developing educational system as a worldwide centre for academic research and innovative studies. Speaking at the Study in India Edu-Diplomatic Conclave 2026 in New Delhi, Pradhan said that in an unpredictable and rapidly changing world, education is one of the “most enduring bridges between societies.”

The event brought together ambassadors, high commissioners and representatives from more than 50 countries to discuss strengthening international cooperation in higher education.

Pradhan also cited that a vibrant knowledge ecosystem, demographic divident and fast-growing economy are contributing to India’s advantages. He identified the National Education Policy (NEP) 2020 and the Study in India program as essential frameworks that create new international educational opportunities for students, researchers and educational institutions. “India continues to remain a bright spot in the global economic landscape, offering immense opportunities to learn, research, innovate and implement,” he said, emphasizing that India is inviting the world to “study, innovate and grow together.”

The main focus of the conclave centred on increasing academic partnerships, which included student mobility programs, joint research projects, dual degree programs and international campuses in India. Officials said new rules now allow top-ranked international universities to set up campuses in the country under clear regulations and fixed timelines.

Higher Education Secretary Vineet Joshi explained that NEP 2020 provides educational institutions with specific guidance that enables them to develop programs that incorporate multiple fields of study and work skills training into standard academic programs.

The conclave demonstrated India’s dedication to establishing robust “knowledge bridges” with its partner countries by inviting worldwide educational institutions to join their educational development initiatives, which are based on collective knowledge and creative solutions and the development of institutional capabilities.
